This programs hogs lot of memory and CPU power? How to disbale this or is there any problem if I disable?

There should be no problem if you disable it.

If it is the real dumprep running then all it is doing is creating a list of errors that occured and it is writing it to a log file

The best advice i can give on disabling it is to disable error reporting.

goto CONTROL PANEL > SWITCH TO CLASSIC VIEW on the left if you are in catagory view.

Open the SYSTEM applet (you can also access it by right clicking on MY COMPUTER and selecting PROPERTIES).

now click the ADVANCED tab and then right at the bottom click the DISABLE ERROR REPORPING button. Click the DISABLE ERROR REPORTING radio button. Also make sure the BUT NOTIFY ME WHEN CRITICAL ERRORS OCCUR is checked and the click OK and OK again.

After that you shouldn't have problems with dumprep for a long time.

If you restart the pc and a windows comes up saying that the system has recoverd from a serious error, amny time then there might be fault with one of your drivers or your computers RAM.
