like everyone said, deep conditioning and hot oil treatments will help...
however, that said, i would suggest that you slowly trim off all of the bad hair...
maybe take 2 inches off right now.. and in a couple months take another inch off, and repeat that until the dry, damaged parts are basically gone--and then begin getting smaller trims (ie:1/4 inch)
also, if you hair is dry and damaged sometimes it helps to go a couple days without washing to restore some of the natural oils to your hair (combing it every so often to distribute it through the hair) it is kind of gross but it really does help.
also, after you shower, smooth some hair serum on your hair so it feels and looks softer and healthier (i always recommend John Freida's "Frizz-Ease" kind... you can get it at most drug stores)
and finally... use a really gentle shampoo on your hair when you do wash...

I dont think you will necessarily have to cut your hair short but I would advise that you cut off the weak-ends, and thats only about two to three centimeters off. It gives your hair a fuller look and feel. Endeavour to do so every 8 to 10 weeks, then all the treatments the other contributors have suggested will have an even more visible effect.

well last year i had broken down, over processed hair, now i have nr midback, healthy relaxed/permed hair. i'm gonna apste exactly what i said in another post as its very relevant to your q, and helped me...
start off with a cut if NEEDED to start a fresh. i have not trimmed my hair for nearly a year and a half, and i only trim the SPLITS. section and cut the splits only to retain all length.]
then get yourself a multi vitamin and biotin. this will help your hair to grow more than the average 1/2 inch per month and become much thicker.
wash your hair with SHAMPOO once per week if its dry..i shampoo every 5 days as my hair can get pretty oily. during the week rinse yourhair with water daily (in the shower) and add a leave in conditioner only and put your hair in a bun (clip it under). the trick is to keep your hair and scalp moist enough to keep soft and elasticated.
dont comb your hair too much, and lay off the heat!!! even if you have a perm keep the heat OFFFF!! no blowdryers NO IRONS (THEY ARE THE DEVIL) Just wash your hair in the shower combed straight back, when its time to condition leave it in for 30mins and comb. and rinse...this should be the last time you comb till the next time water touches your hair...leave your hair 2 dry naturall in a loose pony tail, and clip under into a bun. the trick is to keep your hair damp for as long as u can..use intense oils overnight b4 u wash ur hair. i use amla oil... heat will break your hair, i've seen so many girls with frizzy ends its nasty!
low manipulation, leave it ALONE to grow.
Drink lots of water
keep healthy
PRAY!

Any moisture shampoo and conditioner would help. Paul Mitchell Super Strong Treatment is a deep conditioner you leave on 10 minutes and rinse out. Also put a leave-in conditioner in your hair before sun and swimming to keep it looking great. There is no reason to chop it off!!!

Hot oil treatment work great and ignore the first answer, olive oil and garlic extract hair masks make your hair grow long and gets rid of dry hair and split ends.

Deep conditioning is the only method of which i can think, and if that does not work, the only other method is to cut it off.
