Geneology.com and Ancestor.com. All I want to do is find family. So if they want money up front they should say so instead of saying its FREE. FREE means no charge.

They aren't lying. They give you very limited things for free, then ask for money for the juicy stuff. There is no such thing as free anything in this world.
And they won't be much of a business if they really did it for free, would they...

They want to catch your eye because when we see FREE we automatically jump right to it. They are trying to get you to want it bad enough to get it. That's all I can come up with.
