VO5 extreme style fibre rework putty & some hair spray. It also depends on his hair. If it is very fine he'll need something stronger & a volume treatment, often a shampoo or conditioner. During the punk era of the 70's we would use sugar & water - sets rock-solid.
Alternativly he could invest in a pair of gravity boots & sleep upsidedown!
Hope I was of some help.

Starts with the right length of cut, then use a really strong gel, like Ice hair glue.

Use a good strong gel.
Punk rockers have been known to use pure gelatin (not jello) or I've even heard people using white glue. For long hair tall spikes!

To get it really out there and spiked, use egg whites. It's natural, pretty cheap, and it works!
After putting it in your hair, use a hair dryer to get it to dry & stiffen.
