and why is it the best place to live?

Depends on what you're looking for and how much you can afford. If you're looking for good school districts for your kids, the two top are Lake Oswego and Tualatin; LO prices are about 20% higher than Tualatin, so factor that into your equation. They're both about the same distance from downtown PDX, about 15-20 minutes south on I-5.

The area called Multnomah Village (southwest of downtown) is pretty cool, with some interesting antique stores and a really neat old main street area; I love shopping the Hawthorne District (east of the Willamette), a neighborhood of really cool stores (art, home decor, used clothing, etc.) and great craftsman-era homes (1920s).

The area up around Portland State is also gorgeous, with the park nearby and some great old Victorian architecture (including some of the residence halls at PSU), and you're in Fare-Free Square -- all public transportation in this area is free, including the MAX line (light rail), the Portland Streetcar, and Tri-Met buses (which is good, because downtown Portland is otherwise as difficult to drive in as San Francisco or Seattle, with alternating one-way streets and narrow roads that turn in odd angles). Great restaurants, The World's Best Bookstore (Powell's City of Books), fantastic theater (Portland Center Stage opens in their new location in the Armory this September!), and Mt. Hood.

The BEST place to live in Portland, OR, is a 4 hour drive north... Seattle.
