They have a strict code of conduct that they must abide by. Remember that even though they are human beings and might want to spank you, they are United States soldiers and they represent our country.
Talk to them later when they are civilians.
Also, they might be a little nervous about a possible sexual harrassment lawsuit happening too.

becuase if they spank you, you would run around tell everybody that if they spank you, they must have spanked and raped million of children in Iraq. Then you would file 10 law suits against govt., american, military, etc...
