The smart blond grabs it first, but is commanded by god to give it to charity, so she drops it in the easter bunny's basket. The easter bunny delievers it to the dumb blond, because she's the only one in the room who still believes in the easter bunny.

Well, let's see: God has no need for money, the easter bunny doesn't exist, a smart blonde is fictional, so I'd have to say the dumb blonde gets it.
