Why do we need them in the U.S.? Federal soldiers are not allowed to help with law enforcement as per the Constitution. Only the National Guard can assist because they're State.

Because THE SHRUB isn't really an american. He's an implant from another country. The real SHRUB died in a plane accident years ago during his college years. This SHRUB is someone else with plastic surgery.
