The amount of electricity any electrical device use depends on it power. A power is measured in Watts [W] or kilo-Watts [kW]
(1kW=1000W).Average air conditioner is between 1.5kW to 2.5kW while average fan is beween 50W to 300W. So by simple calculation, air conditioner takes 30 times more power.

A fan uses between 100 to 120 volts and 5 Amps of electricity on average. This is just ot move the air by curculation of the air through the fan.

An air conditioner takes much more than this however. The outdor section of an HVAC system will draw on normal 215 to 240 Volts, and between 50 to 60Amps. The indoor section of the system will draw on an aditional 120 volts at the least, and around 15 to 30 Amps with just the blower houseing and thermostat. If it is a Heat Pump system, you also have ot factor in the Electric heating strips that are installed downwind of the evaporator coils.

So a HVAC system takes much more energy to run. However, a simple fan system will cool air at a 1 to 1 rate. That is one BTU for one unit of power. An HVAC system has a ration of 5 to 1 or even 8 to 1 depending on where it is and how it is run. So that is 5 to 8 BTUs of cooling or heating, for one unit of power. It is a rather good tradeoff.

It depends on the characteristics of the fan and the air conditioner, but generally a typical domestic fan uses a lot less.

Significantly more. An AC has fans in it to move the air, and it also has a compressor which does the cooling. The fans in the AC may use less electricity than a large fan, but the compressor uses a lot more.

look at the wattage consumed by each (on the label)
a modern small window air conditioner uses 500 watts and moves 5500 btus of heat out of your room (11eer) on high.
It uses 1 watt to move 5 watts of heat which is good

my window box fan is 120v at 1.1 amp = 132 watts on high.

so the fan uses something more than 1/4 the power to run.
If you can stand the heat, use the fan
