if I buy a tv from Sweden on ebay, will I need to pay duty on it to have it shipped into the UK?

You shouldn't as they are part of the EU.

(unless it's actually being sold as duty free to countries out of the EU)

Not at all as the duty on the TV will have been paid to another EU country.

No, sweden is part of the eu, and the prices are very similar to ours, just be careful because they have the 2 pin plug.
