◙ There are many free translator sites on the web. Here are three of them.

◙ Unfortunately machine translators do a very poor job. They put words where they don't belong and leave others out. Also some words in one language have no meaning in another language or have a completely different meaning.

◙ Machine translators should only be used to translate a couple of words like you might use as keywords for searching. In this case they do a pretty good job.

◙ If possible you should get a human to translate it for you. There are many paid sites that will do this.

◙ If money is a problem then look in forums for people to do this. Here is a way to find them.

◙ Type the following into Google.

☞ inurl:forum intitle:translate english to spanish

or

☞ inurl:forum intitle:translate english-spanish

◙ Learn to search Google much better by reading this wonderful guide. Click on the novices button to find the guide.

◙ You can get this same information by reading the first few chapters of a book called Google Hacks. This book doesn't teach you how to hack into Google. Instead it shows you better ways of using Google to find what you want. Several Google employees contributed to this book.

Do you mean a program that translates one language to another? I haven't found one out, but Google has a great translator... it can even translate webpages. It's great to go to a Spanish, French, German, Chinese, or Japanese site with this being very handy.
