Minors under the age of 18 years do not need a government issued ID to travel within the US or its territories.
Internationally they do need a passport no matter what age they are.
If it makes you feel more comfortable if your child has a passport you can bring it with you. Or you can go to the DMV and get a ID card, but it is not necessary.

It's perfectly okay to take your Minor to the DMV and get them "Government Issue" Identification Cards.
As the "Major" you will be required to sign verifying the information of the "Minor."
