ask him if the camera flashed twice? If not then its a dummy cam. Needs to flash twice to work out speed (distance over time). Also ask if he was flashed along side/ parallel to another car? Apparently difficult to determine who was speeding and so the police won't pursue.
In the future, tell him to invest in a GPS device (TOM TOM for example) and then download the UK camera database on to it.
It will then warn when close to a camera!

They have just 14 days to send it otherwise it's uninforceable. (By law you are entitled to a defense and If he wasn't actually stopped at the time then he may not recall the details to be able to defend himself later)
The Golden rule is Don't sign the speed ticket yourself, get someone else to do it (on your behalf).
There are sample letters available on the Internet that can frustrate the police's attempts to prosecute you. suggest he does some research now, just in case.
Apply for copies of the camera photos, and make sure that you can see the lines on the road so that you can double check the distance travelled. This will rule out the car in front.

In UK law, the police must issue you with either a ticket or a Notice of Intent to Prosecute, a NIP.
This must be received within 14 days for it to be valid. They are normally sent by recorded delivery. You can't refuse it in the hope to get away from it at a refusal to accept a recorded delivery is noted as it is deemed served.
As a general rule of thumb, if you don't exceed the posted speed limit, then you won't get a summons.

Not sure for the UK, but in the US it usually takes 2 weeks to get any notification at all. How fast was he going and what was the limit?

I would say if he doesn't recieve anything in the next 30 days he is off the hook. Tell him to stop speeding. Had he not been speeding he wouldn't be sitting their worried.

the only thing you can do is wait, you should hear within 2 weeks (probably sooner knowing this bloody government). if you don't hear within 6 months they cant do anything about it.
