Finding alternatives to chloro-fluoro-carbon based refrigerants (CFC's) is a start. It isn't known with absolute certainty how the ozone layer will respond but monitoring must continue.
Testing chemicals before application is difficult especially considering the large amounts and long term that is required to observe changes in the atmosphere. Sometimes it is difficult to differentiate between natural and synthetic changes.
The economic necessity sometime overwhelms caution and complete testing of materials before they are released for use. I prefer siding with caution but at the minimum providing control measures and testing to detect and prevent negative impacts.
Atmospheric impacts are difficult to remedy once the pollutant is released - best to prevent release by controlling the source. Regardless, repleting the ozone layer will take a long, long time.

Do you believe everything you read? It would be advisable to keep in mind the difference between established scientific theories & laws, and the market-driven mass media. Do a little more digging before you swallow whole the notion that conscious human influence on the global environment and the ecosystems therein is easily verifiable scientifically. I think that many Americans have a lot to learn about what it means to be numerate and scientifically literate.

We can learn that all of what God has given us, ozone layer, oil, other natural resources need to be taken into account before we are at a point of no return. When their gone, their gone so make sure to pray for U.S. because we are dependent on oil for gas!
