Is there an agency that could offer these to low-income persons?

I don't like to just throw away things either. If the medicine is still sealed, you might carry them to some agency like the Red Cross.

However, unless the medicines are OTC, I am wary of sharing medications. And I have flushed medicines that I knew were bad for me (painkillers that were making me ill).

You sound like you have good intentions, but they wont take them anywhere unless the are over the counter products! If prescription, it would be a violation of the law!
Still, Just in case they are tainted they might not take it!

Try a homeless shelter to see if it is ok!

Donate it before the expiry date..there are lots of desereving people in the third world!!
