The best university will be the one that offers you a scholarship. If you are lucky enough to have a choice among multiple universities, then you can select the one that best meets your needs. Some things to consider
1. Which one offers a degree that you are interested in pursuing?
2. What is the atmosphere on the campus - is it what you are looking for and will you be comfortable?
3. How close to home will you be - is it the right distance?
4. Is there already a superstar underclassman there at your position?
5. What type of scholarship is being offered? Is it a full ride or something else?
I would create a list of what is important to you and then see how each school meets the criteria.

For women volleyball, it used to be USC and UCLA, I don't know what the top universities are today, however, I believe those two are still ranked pretty high. Unfortunately, college volleyball doesn't receive as much play as football, basketball, and softball and baseball only get coverage during the NCAA championship series.
