Good question. It refers to the coming Messiah that will come and confirm the covenant with his people and then be killed - see Daniel 9:last verse. After the stoning of stephen that concluded the prophecy in Daniel 9 the gospel started to go to the gentiles with Saul (New name Paul); as stated that in the midst of the week the Messiah will be cut off. After confirming the convenant with his people the message was then to go into all the world Matthew 28:last verse. He was sent to his own and they received him not the Bible states.

Matthew 10:5,6
Jesus instructed His 12 disciples to go out to preach and heal in the surrounding areas, with exception of the Samaritans and non-Jewish people.

Matthew 15:24
Jesus states that He was sent only to those who were lost in the house of Israel.

These passages from Matthew are about Jesus fulfilling His role as Messiah to the Jews. He did reveal Himself to the Samaritans:

John 4:25 The woman said to Him, "I know that Messiah is coming (He who is called Christ); when that One comes, He will declare all things to us." 26 Jesus said to her, "I who speak to you am He."
John 4:40 So when the Samaritans came to Jesus, they were asking Him to stay with them; and He stayed there two days. 41 Many more believed because of His word; 42 and they were saying to the woman, "It is no longer because of what you said that we believe, for we have heard for ourselves and know that this One is indeed the Savior of the world."

And to the gentiles, as mentioned in the prophecies of Isiah:
Matt. 12:21 and Rom 15:12 "AND IN HIS NAME THE GENTILES WILL HOPE."
This is confirmed by Peter in Acts 10.

Deut.15:18
These are instructions for setting a kinsman (a relative) free after they had served you for 6 years, if they were sold to you as a slave. This coincides with the years of jubilee, every 7 years, when the law requires that all debts be cleared. (Deut. 15:1)

Mt 10:5 These twelve Jesus sent forth, and commanded them, saying, Go not into the way of the Gentiles, and into any city of the Samaritans enter ye not:

HERE HE IS SAYING HE IS SENT TO THE BELIEVERS OF HIM WHO ARE SINNING
De 15:18 It shall not seem hard unto thee, when thou sendest him away free from thee; for he hath been worth a double hired servant to thee, in serving thee six years: and the LORD thy God shall bless thee in all that thou doest.
HERE THIS WAS A SERVANT WHO LIKE BEINT WITH HIS MASTER BECAUSE HE WAS TREATED VERY WELL THAT IS WHY HE IS WORTH A DOUBLE WAGE AND BECAUSE THE SERVANT WAS TREATED SO WELL GOD WELL BLESS THE MASTER OF THE HOUSE.
