Do not harm your people unless a person is harming an innocent person or people.
Do not cheat your people out of their money - collect taxes only for what is needed to provide basic services to the people.
Do not enrich yourselves in government at the expense of your people.
Provide the opportunity for your people to be rewarded for their productivity and creativity and their willingness to work hard to acquire those things in life that will make life better for them and their families.
Allow your people the freedom of religious beliefs as long as those beliefs do not infringe on the safety of those of another belief.
Provide for the protection of your people from being attacked by those, from outside your country or inside, that would want to change your way of life without the consent of the people.

As others have requested, “which government is your government?”
It would also help if you provided some insight as to what you perceive as problems connected with your government.
What are challenges for one particular government, may not be a problem for another one. The same is true for advice to governments. What works for one government may not work for a different government.
