If your cat has only lost one whisker, and I'm not sure how you know it's only one, I doubt that he is off balance because of that. My adivce is to take him immediately to the vet. He could have been hit in the head or, worse yet, poisoned. This requires immediate attention.

losing a wisker doesnt make a cat lose its balance. Wiskers dont balance a cat. the inner ear does, with aid from a tail, but a cat can get along just fine without one.
They use wiskers to feel things in the darkness, to help them keep from bumping into things, and knowing if the rest of their body will fit through a tight space.
Wiskers are just thick hairs, they will regrow when shed or lost.
