To study a second language is all about the time; really, to study well a new language is very time-consuming. If you spend more time on it, the more you can get. For example, practice it more, use it more so that you remember more tightly. English consists of 4 parts: Reading, Listening, Speaking, & Writing. You might start from practicing Listening first. Go along as you feel comfortable. That's the way I learn; English is my second language too. I understand your situation.
First, I think you should read more, like the story books for children, but make sure not start with the difficult, such as newspaper, Times, so as to learn the basic vocabulary. Then, try to understand the sentence structure, like what are the tense, voice used and so on. The way I tell seems to be easy but you have to be willing to spend time on it again, again, and again, make mistakes again, again, and again. As time goes, you will have the foundation of knowing English, and you will know what you lack and go to strive for it. Of course, it is good to have a organized course. Money is one of the considerations. The school teaching style also plays an important role. Again, go along as you feel comfortable. Anyway, learning is hard.
Remind you then: Make a GOOD use of a GOOD dictionary. I can't tell you all those learning phrases as you are bound to face them by youself, aren't you?

I don't understand your second sentence. The best way to learn is in small classes and reinforce that with learning CDs you play in your car and at home. If you are outside the USA or Britain, contact the American or the British council or consulate office. They give classes and are the best. If you live in an English-speaking country, either choose a language school like Berlitz, or a university that gives English as a Second Language courses. Don't go to anything cheap and "miraculous."

If you only study books translated along with your own language, you can learn to write the written words. Phonetics can help but very limited in learning pronunciation for a foreign student. Just as you learned your native language from hearing and imitating those sounds, hearing another language is the only method to imitate those sounds.

You can study the grammer and sentence construction, and this is different than yours, but you need a teacher. or be immersed among the English speaking and "parroting", imitating.

enrol in a college.. I did it and just after 2 months I passed the "FCE" First Certificate and I speak better than before.. I also did the Advanced Exam and right now I'm waiting for the results..
