If a water is polluted by some kind of organic waste, it can easily be cleaned in these tanks, by microorganisms. If it's organic, there is a microorganism that will want to use it for food. Sometimes it's enough to put water in an open tank and the microorganisms from the environment will dissolve your waste. For some types of wastes you will have to buy an inoculum (a cell line of special microorganisms) to start the process. And some of these processes need more than just a tank, sometimes they need mixing or cooling the tank. Sometimes, after the water has been cleaned, you will have to have another tank to remove the microbes from the water and sometimes that's not necessary. Like I sad, all depends on the type of compound in the water.

Settling tanks are tanks with sufficient retention time for insoluble particles to settled our.Particles sizes determine the settling time,sometime a floculate aid is injected to aid the flocculation process for settling out
Advantages=simple,low tech
Disadvantages=very big volume required and hence occupy large space,able to separate insoluble solid only with high water content,downstream secondary process required for drier water content

This is a subject that I don't know alot about but I would assume that the tanks are chemical tanks used to clean the water. I don't know their advantages and disadavantages.
