Some physiotherapists have Ph.D.'s (doctorates) and these are, indeed, doctors. However, unless they have specialized in a very particular area they can't write prescriptions. However, the inability to dispense drugs shouldn't be counted against them -- it just means that they can't rely on synthetic means to mask symptoms and, instead, usually work on the root cause of the problem at hand.
Also, not all 'doctors' (M.D.'s, Ph.D.'s, N.D.'s, N.M.D.'s, D.C.'s etc.) know what they are doing. So be careful.

most have a masters or ph.d. they are not doctors in the sense they can't write prescriptions. very few have ph.d's.
