Well, if you want to get noticed, it has been proven that guys are more visual than girls when it comes to initial responses to the other gender. That is why there are a lot of nude woman magazines for guys, while girls tend to want a more verbal feedback, hence the number of romance novels geared toward woman.
That said, dazzle him with your outfit. Find something that flatters your figure and attracts attention. It doesn't have to be some skimpy outfit, but maybe a dress that highlights your body's best attributes and shows some flair. I'm a guy, and a woman in a slinky dress is a shimmery color gets my eye, even over some hottie in a skimpy little bikini in many cases.
Oh, and I am married, and seeing my wife in one of a few outfits (red chemise I bought her a few years back, her blue one piece swimsuit) will reduce me to her willing salve for the better part of the day. :)

If you really want to get his attention and spend time with him, take his hand softly and wrap your fingers around his. Now that you have his undivided attention, tilt your head slightly and ask him if he would like to go out to a movie, or pizza or (your favorite sport) with you? By this time, he is probably too weak and melted down to resist!
