I think they probably don't have the possibilities in mind, because if they did the face of security would be very different.

I really really wouldnt try this right now.You need to establish your credentials. If you dont , the authorities might just pick you up anyway . Join the armed forces/police department , etc.Establish yourself in the intelligence community first.
If you just , somehow , publish your ideas , thats a fast road to Gtmo.You may be an honourable and honest citizen , but the authorities would need to 'prove' that. That could hurt.

a lot of people can think up terrorist plots, not just you. without any training or cj/military background no agency will hire you.
