Unfortunately, neither size is a standard frame size. Art that big can not be framed cheaply. There are frames that are 27" x 40", if you don't mind trimming 3" off of your image. If you search the internet you may find a 30"x40" frame, I'm not sure if they make them, though. Your other option is to build your own frame. Most framing or crafts stores sell kits that let you make your own frames. They are called sectionals. They usually come in wood or metal. You would need to buy a set of 40", and a set of 30", for your 30"x40" print. They come two peices in a pack. The metal frames are easier to put together, you only need a screw driver. For the wood frames you will need to glue them, and for peices that big they aren't as sturdy. The glass can be bought at any hardware store, although I am not sure if Home Depot cuts glass to specific sizes, so you might want to call them first. For the backing you can use foamboard, that can be bought at a crafts or framing store, or use cardboard. I recommend the foamboard.
Prints that size might tend to ripple, so you might want to look into having them drymounted onto a peice of foamboard, for a flat professional look. If your prints are hand signed by the artist, then I do recommend having them professionally framed, and do not drymount them, especially if they are valuable.

Go into the woods and get four sticks for each pic about 2-3 inches in diameter and the correct lengths. Take bark off and sand lightly then spray with clear coat. Nail tops between the sides with brads. mount pics on 1inch foam and push frame around pic. a quick easy frame that looks great too.

These seem to be custom sizes, and your local Michael's or Hobby Lobby craft stores have framing departments. The expense will depend on the framing materials you choose.

If you want cheap it will look cheap. I have found that you get what you pay for. If I can not afford to buy quality I save till I can get it. You could always MAKE your own frames if you are a woodworker.
