Because the number 12, is not pronounced one-ty two.
Because the number 13, is not pronounced one-ty three.
Because the number 14 is not pronounced one-ty four... and so on.
Joking aside, it is pronounced eleven because the meaning is really ONE OVER TEN.
You can verify this by looking up the etmology of the word "eleven"
