You could try an English as a Second Language school (ESLS).
Look in the yellow pages for one. Also the more you are around English speaking people the more you become accustomed to it. If you know people who speak English as their native language ask them to correct you when you make mistakes. Most people will think your accent is cute or cool and let you mispronounce things or not correct your grammar. For what it's worth, my wife if Mexican, when I first met her she spoke good English, but still went to an ESLS here in the states. When we are talking I correct her when she says something wrong. Now her English is near perfect. Some people don't even know English is not her first language anymore.

If you want to speak 'logical' English, you have to know 'basic' English first.
1. Start with learning the Irregular Verbs. (The 150 most used.) In all their forms; present, past, past participles and present participles. This is very hard, (and sometimes boring) but it is the key to good speech. Get a 'native' speaker to help you with the pronunciation.
2. Learn how the Pronouns are used in English.
3. Learn the Tenses.
4. Learn how to use the Modal Auxiliary Verbs.
Now you can start using Conjunctions, Prepositions, Adjectives/Adverbs, etc
The above is not easy, it takes months of hard study, but you have to learn the 'basics' first. Good luck!

Take English as a second language. Most Adult Education facilities in the United States have this course and all Community Colleges have tthis course.

By speaking more is obvious. Another way is to read the newspapers aloud, and make sure you do that for at least an hour a day.

Other practises include listening to radio and watching english programmes on TV. For radio you can tune in to BBC.

Try watching some children programs which are in English and also talk to people who speak English!!!

You must read English Grammar Books....that 'ill help you to improve your way of talking English
Learn one Word per day...from the dictionary......which will improve your vocabulary

u can watch lots of movies in english...thats how ppl learned to speak a certain language
