What is the contact link in IMDb?

Question

In the web IMDb there is a little link with a little phone and it says contact detals, its right under the profile picture of any actor.
What is that? Is that something that will give me the actor number or something? How can i use that?

You have to be a member of the IMDB pro. It will not give info to contact a person directly.
