Find something you habitually do ---smoke, chew gum, watch tv---whatever----you can't do that until you've done whatever task you are putting off. Just keep going through cycles of that and you'll be amazed how much you can accomplish.

Most procrastination is deep seated fear. If you are afraid of doing something, ask yourself, "what is the worst that could happen?". Imagine the worst. Is it that bad? Could you live with it? Is that little thing what is keeping you from ______? Are you afraid of success? Afraid that there is so much to do you will never get it all done? Are you afraid of looking like a fool? Afraid you might be wrong? or are you so overwhlemed by detail you can't even see the picture any more?
Imagine a canyon. There's something you want on the other side, but you don't know how to get to it. Now imagine yourself completely there, enjoying it. What did it take to get there? Work in reverse. To get here I did ______. To get there, I did _____. To get to that step, I ______. Each of those steps brings you closer to the place you are right now. Laid out in front of you is the "bridge" you built to cross the chasm. Each step in the process is a plank of the bridge, and is now manageable. Keep yourself in the goal, saying not "one day I hope to______", but rather "Look what I AM doing!" The difference in perspective will change your life.

This morning I got up and did bills and paperwork first thing. I'd have rather been on here playing. But now I feel good knowing the paperwork is taken care of. It frees your mind.
You have to set your mind to do it. I use to be very bad at this, as I was reading a book on Sunday and still had to finish the book AND write a report due the next day.
Maturing will take care of some of this.

Getting stuck on Yahoo Answers is not a good start, but admitting it is a problem is a good first step. Make a list each day of things you have to do. Decide your priorities- must do's, should do's, could do's. Working in a place where you must meet deadlines or lose your job will also cure you!
