3. When giving speeches, he speaks slowly and clearly and pauses after every few words.

Guessing that English is not your first language, I'm sure that the politians of your country speak very differently when giving speeches from the way that a normal citizen speaks.

I know what you mean- when I first came to England I had problems understanding people. Apart from Tony Blair and the Queen. What a depressing time that was!
It is because they speak quite slowly and pronounce everything "properly". But you get used to normal English after a while. I can understand everybody now- apart from Scottish people. They're weird...

He speaks what is known as "received pronunciation" - BBC English, correct or establishment English ...whatever. Apparently he does at times (according to a tv programme on accents) speak a form of "estuary English" for effect (southern-London ?), but as a scouser who has lived in the north-east for 20+ years I can't detect this.

Tony Blair once had a very bad stutter and as a result now enunciates every word, speaking very clearly and concisely.

cause on american tv they give him subtitles lol.
ok ok not joking now tony bush is rich. so his parents make sure he goes to a school that speaks only the best english accent. some actors even pay people to teach them how to speak posh. where as most english people have their local accent and speak however they wish being quite proud of it, considering its the accent of their hometown.
dont feel stupid asking this. i use xbox live and have had questions such as: are you from south africa, germany, aussy, new zealand, ireland, scotland, sweden etc etc. americans just dont seem to understand they english city of MA-N-CHES-TER

its the same all over we all have differant accents. tony blair speaks the queens english,(he speaks proper lol)

Beacause he talks in a really patronising tone, like we're all idiots. This is probably helpful to someone who has English as a second language.

He speaks really slowly and used recieved pronunciation. Lots of Brits have regional accents which can confuse.

I can't understand people with Welsh accents, yet I can generally understand someone with a thick African accent.
