yah, singapore's community center. Do I have to check in at the C.C. office first before I go in?

I don't know where you are from. But if it is in Singapore, it is free if the study corners are located at the void decks of flats. At the Community Centres, you may have to pay for membership fees which normally cost less than US$2 per month, and the airconditioned room may be equipped with lots of magazines as well.

Yes to your question. You need to check with them. I think Punggol CC charges about S$12 per year for those who are members of their Youth Group. Check with them to be sure

No, not free ( can be though ) you probably need a identity card and that may cost you a bit.
Always book as they can be fully booked due to popularity.

But then, every center has it's own rules. Check locally.
