What country do you live in friend? If your within the Eurozone you wont need a Greencard, only a Passport. However, if you live outside the EU, i believe you'll have to approach either a European Embassy, ie a British Embasy or French etc, or talk to you countries foreign ministry or immigration services :)

There is no such thing as an EU green card. The EU is made of many separate countries, each of which has its own immigration policy.

If you are asking about the US DV Lottery, the true information is here: http://travel.state.gov/visa/immigrants/types/types_1322.html
www.greencardexperts.org and any other commercial organization that pretends to help with lottery applications are all scams.

I have never heard of it. You sure it's not a con? Each country has its own immigration policies. You only become an EU citizen when you become a citizen of a country which is part of the EU. I can' speak for all countries but I am pretty sure about the UK, France, Spain, Denmark and Germany
