The Iraqi government controls 75% of Iraq. Remember, that Iraq has 8 million people in a country the size of California. From the new point of view, electricity is at 20% (because more people are using it) and the oil pipline is pumping about $12 million a day (it has the third highest oil reserve in the world, it's still a very low amount).

About 200,000 Iraqis are misplaced because of the conflict.

Water and sewage require electricity for the pumps (see above).

Mail, garbage collection and schools are probably at 100%. The roads and airports work. The telephone system (mostly because they use cell phones) is probably 100%.

All of the new facilities that we are building here are fully opeartional when they are turned over, they are fully equipped and have staff that has been trained on how to use the machinery (in the instances of water and waste, etc.) The problem lies with the people running it and corruption. According to yahoo, July '06 figures put the population at about 26,700 (there abouts). It also states we are past the 50% completion mark on infrastructure rebuilding. So progress appears to be in the works. To adm_maaf.....man you have a problem, you can spew your lies somewhere else. I for one think you're delusional.
