It depends on the agnostic.

Agnostic merely means that a person believes that it is impossible to know for sure whether or not there is a god.

So an agnostic could be a believer, but be smart enough to realize that it is actually impossible to know for sure whether or not there is a god. (This is because, it is actually impossible to know anything absolutely.)

I, on the other hand, am an agnostic that believes that god does not exist.
I do not believe in god, but I am smart enough to realize that it is impossible to know for sure whether or not I am right.

Agnostics are the smartest group of people alive, as they admit to not knowing about the existence of divine beings. Spiritualists are people who believe in God but do not follow a certain religion.

There are actually varying shades of agnosticism (stong, weak, etc.). But generally the strict definition of an agnostic is someone who does not believe it is possible to know whether there is a God or not.
