I know a software but not of a free ware it is called microsoft picture manager and with it u can resize images rotate and crop and fix images anyway you like. but it isnt free so yeah...

LOL I think just about any good photo program would do that the trick is getting a printer that or plotter that could print it out that big but there is another trick that the computer does on big picture format like that it prints the picture in wall parer boxes and you tape them together as one big picture or if you have access to a hot press then you can use hot mount paper and card board and hot mount the photo to the card board
