You don't need a plastic file, just paper file.
The best is to choose a file with one color only, like yellow, brown.
Avoid multicolored files, it doesn't look mature.
Show it to the person: receptionist, secretary, ask if you do need to fill out an application form.
If they say yes, better to fill it right away, so your file will be completed at the time, it will be read by the HR manager. Ask for a business card, so you can call them one week later to check out about your application.

Good quality paper. Good quality printing. Deliver it in a hard-backed envelope (you can get cardboard backed ones from good stationery shops). Always find out the name of the personyou aresending it to, rather than just 'Personnel Manager' or 'Head of Human Resources.'

if you do, they'll just take it out of the plastic for their own files. better to just put in on high quality heavy paper.
