I believe it refers to a new anomoly which is people of all walks of life that smoke pot and are a new target audience. Like they don't really drink, but they might have a Vodka ICE drink, or a light beer. They don't really fit into the mainstream environment that advertisers are looking for, so advertisers are trying to find new ways to get to this niche

Pot culture is either the specimens taken off of a cooking utensil, or it refers to the mass epidemic of marijuana smokers in today's youth. "pot culture" is a juxtaposition on the "pop culture" of yester-years; when EVERYONE listened to bubblegum music.
