I volunteer with a rescue group in Michigan and most of our pups are not house trained when we get them, but are when they leave. For girls we use "Prissy Pants" and boys use "Belly Bands". This covers the private area of the dog preventing them from peeing until you remove it which is when you take them outside. In the odd case they'd have an accident it still prevents having your carpet or furniture soiled.

they sell doggie litter pans and litter,the best way to start is first put puppy pads in the box so the puppy gets used to it. They sell the indoor dog litter boxes ay petco,or petsmart,places like that.I don't know what type of puppy it is but it is pretty easy to train them to go in the litter boxes. good luck :):)
