Of course...There are really only two possible ways.
1) Internet Dating...can't have sex through a computer cable
2) The obvious...If you were both in a mental institution bound to a chair in a straight jacket.

I say yes, if you truly enjoy the company of this person. I dated my ex-wife, (many years ago) for seven years before we had sex. There was a genuine attraction, and sure we fooled around, but no sex, it's not about the sex if you really are attracted to each other, you will find out that there is more substance to a great relationship.
