No. The first line is very true though. In fact it is The Truth that really matters and that can change your life. Once you realize that Jesus loves you and you know what that means, it changes your whole outlook on life and your opinion of yourself. You realize that you are precious and so is everyone else around you. You also realize that regardless of what happens to you in life, you have a chance for true happiness in Heaven if you will confess your sins and turn your life over to God.

No I haven't seen this bumper sticker but obviously whoever has it doesn't have a very good attitude.
