Adobe Photoshop is the photo editor with THE most options. You just have to learn how to use them, if that's the problem.
There's several different tutorial sites. Just Google "photoshop tutorials" and be astounded at the quantity of results.
Adobe Photoshop CS2 is the newest version, and it's awesome.

Any program is only as successful and good as the person using it. Photoshop has all the tools and is the best there is, in my opinion, however unless you realize how to use the power of it then it's really useless to you. Nikon has "Nikon View 6" and comes with Nikon Edit which is much more simple and does a lot with not a steep learning curve. The program, I think, is a free download and you can use it even if you don't have a Nikon camera. Check out some of the training CD's on Photoshop like the one from CNET.com learning series as it will teach you to utilize much of the power of Photoshop.

PhotoIMPRESSION is easier to use and still packs a good punch, and if you can still get your hands on it, try Adobe Photo Deluxe Home Edition. It's a slimmed down version of PhotoShop that is rediculously easy to use.
IF YOU ARE A PRO LOOKING FOR EVEN MORE POWER (Like it's your carreer), try the GIMP. It's free, but can compete with Photoshop.

No, there are other programs that are good, but Photoshop is a big professionally used program, along with most other Adobe packages. Really Photoshop probably has tricks people don't even know, so I'd recommend getting a book for it if you don't have one.

I have Adobe Photoshop CS2 which is a great program, but it can be quite complex and difficult to learn how to use.
I would certainly recommend Corel Paintshop Pro 10...it has some great new features...for digital images
