Watch the dog whisperer. He will explain what to do in detail. Make your fingers rigid, put your dog on a leash b/f going out, walk thru all doorways first, make dog sit with the door open and leash on and be calm b/f exiting to the backyard. Talking isn't necessary. When your dog looks at the fence with ears perked up, take rigid fingers, poke forcefully into your dogs neck(like the pack leader dog would do with their mouths to followers in their pack and make a hissing noise. Your dog will immediately snap outta fixation on neighbor dog and look at you.
Snap your dog outta fixating on other dog when it is at 1 or 2. Don't wait til it reaches 10. As Cesar always says, Stay calm and assertive. Don't yell. Dogs don't follow an excited pack leader. No need to praise when your dog pays attention to you.Affection will come later. Pack leaders to say, "Good doggie. Here's a treat for doing what I asked of you." Watch the Dog Whisperer. This man is magic."

Let them settle down on their own. Even dogs on opposite sides of a fence have to work out who is pack leader. If you can, set up a play date with that dog. Once they get to know each other your dog should pay more attention to you.

Theyre still kinda getting to know each other and will go thru their rituals for awhile b4 they settle down Another thing isthat some...alot of dogs,even though they love theur owners they would rather play with another dog,Dog to dog play is more physical,they move faster and their energy level keeps going long after us people get tired

My dog does the same thing and all you have to do is let them get used to each other and then it will all calm down. Or you could take her places, or play with her in the house.

shoot the other dog? Hmmm that would be bad. I'm sure if you put your dog on a leash and go for a walk away from the other dog would help. I dont know...i don't like dogs

This is all brand new to her. New smells...and she smells one of her kind. Give her a break. It will calm down in time. They'll become used to each other's scent and likely ignore each other eventually.

youcould keep her in when the other dog is out,or you could take out for walks,or take her to the park.Take her out and spend time with her.
