That is an anti-theft unit. You will have to get the code from the original owner if it isn't you. The only other option I know of is complicated. You can take it to a dealer, run a title search, if unable to run down the code from who ever coded it, and it comes back as not stolen, the dealer can send it to an authorized service center. Then they have a way to de-code it and when you get it back, you will have to give it a new code before you will be able to use it. That is why I instruct my customers to write down the code in their owner manuals.
