One of my cocks does this to his chicks. It's frustrating >.<. This same bird bit the toe off one of his babies a few seasons ago!

Plucking is a form of abuse and it's a learned behavior from when the plucker was a chick. As with humans, if one parent was an abuser, the child themselves will end up an abuser. There's not much you can do, though if the plucking is stress induced, there's a few thrings you can do.

If the plucking is stress induced, You can reduce the amount of plucking by letting the parents get extra time away from the chicks. If a parent feels overwhelmed and they can't get any space away from the babies, they end up venting on the babies. Chick plucking is very common in cockatiels and in most cases there's not much we can do. If a breeding bird suddenly turns violent and kills their chicks you can either pull the eggs for incubation and hand raise the chicks yourself, or stop breeding the offending partner.

If you bothered the babies, it is likely it won't take care of them. You shouldn't bother them until they have their adult feathers and can fend for themselves, but I would still ask a veterinarian.
