Tell her. That is the only way she will know. However, respect the fact that she has a boyfriend. She really may be into him. Make sure she knows the importance of your friendship as well. If she'd rather keep being friends, respect that, and move on. If she is willing to cross that line, make sure you know what you are getting into. Make sure that your friendship is strong, because if it isn't chances are that it won't last in a relationship. But if she is really your best friend, chances are she already suspects how you feel. She may not be too surprised. The only way to find out what will happen between you two is to tell her. Hope it helps.

More than likely she has felt the same at one point or another about you, so tell her as soon as possible before seeds of a wedding are planted with the wrong guy.
