I know when i adopted a cat from the humane society they did ask questions like where you live, who will feed the pet, who will watch it, will it be indoor or out, do you have enough income if the cat get sick you can properly care for it. I know some rescue shelters have a similar page to fill out and if you dont get the dog its shots or fixed or whatever requirements they have you can be prosecuted. Breeders and people giving out "free puppies to a good home" dont require things like that. All states should require pet registration though and tougher fines for violators.

JEEZ NO!!! I get tired of clueless owners too but THAT is not the answer, the answer is education, such as this list.
I know exactly who would be clamoring to be the test givers, probably even do it for free. HSUS, Peta, DDAL, and IDA (among others). When their goal is NO ANIMALS (including no 'Fifi' on your couch) do you think anyone would pass? (and NO, your local humane society is NOT HSUS) How long do you think it would be until dogs were extinct, except the wild ones of course. Something like that would be a huge step towards the end of owning animals, and I LIKE having dogs. The animal rights groups would be dancing in the streets.
There are many people out there with no dog sense. There are also many people out there passing laws that sound all warm and fuzzy on the surface but when you think about them and think of the harm they can do, are actually anti-dog. And there are also people out there who still think the AR groups are about helping animals, when they are not.
I love animals! I see daily the basic lack of knowledge about animals and get SO tired of answering the most basic questions, but this IS the way to help, by EDUCATING people. A law like this is VERY ANTI-DOG!!! The people that WILL NOT see the truth ARE PART OF THE PROBLEM!!!
Sorry for the rant, I realize you are just wanting to help dogs and I am not directing this at you personally. But if people want to continue to have pets in the future they need to wake up and start helping in the fight, we are losing.

You feel that way about dogs, think about the children that end up in the wrong hands.
I don't totally discount the idea of requiring pet owners having a training requirement. Too many animals ARE harmed by negligent or sick people.
Another thing pet owners should be SERIOUSLY educated about and have to take responsibility for is SPAYING/NEUTERING their pets.
Literally hundreds of thousands of dogs and cats are unwanted and euthanized every year. UNACCEPTABLE!
Come on people - take responsibility, at every level for your pets.

Absolutely yes!!! There is an outrageous number of people who are "dog-dumb" that own dogs - it is utterly disgusting and if everyone who wanted a dog had to pass a "dog-literacy" test then it would cut down on irresponsible people owning pets.

from what I have read in the papers about people getting animals then dropping them off in fields or the humane society, I think that would be a wonderul idea. People do not realize the responsibility that is needed to take care of a pet properly.
