I don't think you can make such a general statement one way or the other.
Each man and woman that form a couple need to be compatible with each other, share common goals and interests and be in love with each other.
If they have these attributes in their relationship, ANYTHING else can be worked through.
Couples with a different cultural background have added challenges, but also added rewards.

We all bleed red blood, don't we? Ofcourse it's fine. It's hardly dependant on skin colour. It's the person from the inside that counts. If otherwise, the relationship is not worth seeking (it's probably just a novelty act.)
