Having established a new Home Owners' Association in our Neighborhood, we are puttung together "Welcome" baskets for our new neighbors. The baskets include homemade cookies free coupons from some of the neighbors, and information about the neighborhood and annual events. When I moved into this neighborhood, one of the neighbors brought me a bottle of wine and another a cake. I was more than impressed and felt very welcome! I think that is a really good idea.

I live in an apartment building and get new neighbors all the time. We meet and greet in the elevator or when entering and leaving the apartment. Some become chatting acquaintances, while most just stay at the nodding or "good day" stage.
Moving to a new neighborhood - some have welcome wagons, others no. You have to gauge your reaction to that of others there.

I mind my business. If our homes are close enough that we can see each other when we're outside in our yards, I'll wave to show that I'm friendly from a distance. I don't like meddling neighbors, but I would want my neighbor to know that if I saw someone trying to break in their home or do them harm, I would call law enforcement.
