I mean a fire engine couldn't possibly park there.

Good point. I think that is just to indicate the fire lane, not necessarily where the fire engine would have to park. They just don't want cars there so that they have to work around the car, or can't get into where they need to be.

I don't know about the length of it, but a red curb is for emergency vehicles.
