Looks like a paraphrase of a radio routine from the 70's where the speaker was giving an "intellectual analysis" of a politician's resignation speech, using nonsense words as a way of poking fun at political rhetoric. The quote as I found it is: “…[W]ith some degree of circumlocution, he has couched the nehement vehemence of his address in a periphrastic bit of cajoulistry, which is para-logistic on the one hand, and incapacious on the other. Indeed, his jeremiad, his frenicity – call it what you will – can only be accepted for what it is: an atrabilious amphigory.” It's credited to Danny James, but I'm not sure how accurate that info is.

In case anyone still cares, this is from a comedy routine by Bob & Ray (Bob Elliott, father of Chris Elliott, and Ray Goulding) and comes from their 1970 album "The Two and Only". It is spoken by Bob as part of a lampoon of overly verbose political analysis and immediately follows Ray doing a speech as a candidate who is a sore loser. "With some degree of circumlocutory skill, he has couched the absinthian vehemence of his address into a periphrastic bit of casuistry, which is paralogistic on the one hand, and incapacious on the other. Indeed, his jeremiad – his threnody – call it what you will – can only be accepted for what it is: an atrabilious amphigory."

Starlightfading is correct. The only thing I can add is that it doesn't mean anything; it's nonsense and was meant to be so, because that was the key product of the politician's rhetoric.
